Dr Michael Maguire
Before becoming Police Ombudsman in July 2012, Dr Maguire was from September 2008 the Chief Inspector of the Criminal Justice Inspectorate in Northern Ireland
Criminal Justice Inspection is an independent statutory inspectorate with responsibility for inspecting all aspects of the criminal justice system in Northern Ireland from policing, prosecution, court administration (excluding the work of the judiciary), prisons and probation. It also inspects a number of other agencies and organisations that link into the criminal justice system.
During his time as Chief Inspector, Dr Maguire was responsible for a series of high profile and complex inspections into the a wide range of criminal justice issues including the performance of the Northern Ireland Prison Service, policing with the community, customer service within the PSNI, reducing avoidable delay, the cost of legal fees, the management of sex offenders and the treatment of victims and witnesses by criminal justice organisations. He also undertook a series of follow-up inspections to examine the extent to which recommendations had been implemented.
Prior to that post, Dr Maguire spent 18 years as a Management Consultant specialising in strategy and organisational development and in the implementation of complex change programmes. His client experience includes work in Northern Ireland, Great Britain, Ireland, Hong Kong and the United States. Prior to joining CJI he was a Partner in the international consulting firm PA Consulting Group for 10 years. As part of the PA Management Group he held a number of senior roles including direct responsibility for business in Ireland and in Northern Ireland. During his time there he carried out assignments across a wide range of public sector Departments and Agencies. Before joining PA Consulting Group, Dr. Maguire was a Director in Price Waterhouse.
He holds an Honours Degree in Social Studies and a PhD in Organisational Change.
Between 2004 -2006 was Dr. Maguire was Chairman of the Institute of Directors, Northern Ireland Division and in 2008 was elected a Fellow of the Institute. He was formerly a Member of the Economic Development Forum and chaired its sub-group on Skills.
